Stadium Regulations at SIGNAL IDUNA PARK
In the exercise of the house and organizational rights to which Borussia Dortmund GmbH & Co. KGaA, Rheinlanddamm 207-209, 44137 Dortmund (hereinafter "Borussia Dortmund" or "BVB") is entitled as owner and user, the following stadium regulations "Stadion SIGNAL IDUNA PARK" are issued:
§1 Scope
These stadium regulations serve the regulated use and ensure the safety of the enclosed area of SIGNAL IDUNA PARK (hereinafter "stadium"), including all facilities, entrances, and exits of the stadium, as well as the adjacent parking areas made available to visitors during stadium events (hereinafter "facilities"). By entering the stadium and/or driving into the facilities of the stadium with a vehicle, the visitor agrees to these stadium regulations, which he has also acknowledged through a notice at the entrances.
§2 Purpose
(1) The stadium is primarily intended for hosting football matches. Other sports events and additional events may also be permitted under applicable legal regulations.
(2) The public has a right to use the stadium and its facilities only within the scope of the purpose specified in paragraph (1). The use of the stadium is subject to the applicable private law provisions.
(3) Individual contracts for the use of the stadium are governed by the provisions of civil law.
§3 Stay and Access Regulations
(1) Only persons with a valid ticket, such as a day ticket or other authorization (e.g., accreditation), or those who can otherwise prove their right to be present at the event, may stay in the stadium and its facilities. Children up to the age of 14 are only allowed access when accompanied by an adult. Children up to the age of 7 are not permitted in the standing areas of the stadium, even when accompanied by an adult. Persons who require the assistance of companions are only permitted entry with a companion who is at least 16 years old, does not need any technical or mechanical aids (e.g., wheelchair, walker), and also has an entry authorization.
(2) The authorization to enter is valid only for tickets, day tickets, or other authorization documents that have been lawfully acquired. The commercial and unauthorized resale or unauthorized transfer of tickets, as well as the unlawful use of Borussia Dortmund's logos, trademarks, copyrights, and other rights in preparing, conducting, and/or handling a private resale of tickets above 10% of the original ticket price, especially via the internet, is prohibited and may result in the corresponding tickets being blocked without compensation. The General Ticket Terms and Conditions of Borussia Dortmund apply; this particularly includes the private transfer of tickets under sections 8.2 and 8.3. Further sanctions or claims by BVB remain unaffected.
(3) Spectators must occupy the seat or block indicated on the ticket or authorization document and observe any time specifications for admission. Tickets and authorization documents must be presented to the police or security service upon request within the stadium and its facilities. For safety reasons and to prevent hazards, visitors are obliged to follow instructions from the police or security service to occupy different seats, even in other blocks. The stadium and its facilities, particularly the pitch, corridors, and other passageways, may not be used as storage space unless contractually permitted.
(4) The stadium is equipped with an electronic admission system. A ticket remains valid until the end of the event; this also applies to holders of other authorization documents regarding access rights on the specific match day.
(5) For stays in the stadium on non-event days, the separate arrangements and/or agreements made by Borussia Dortmund apply.
(6) To ensure and optimize stadium security and to support the work of security and law enforcement agencies, the stadium and parts of its surroundings are monitored by video surveillance according to Art. 6 para. 1 sentence 1 f) GDPR in conjunction with § 4 of the Federal Data Protection Act (BDSG). Law enforcement authorities also use video surveillance systems on match days for hazard prevention and law enforcement in compliance with applicable German laws. Video recordings may serve as evidence in the event of suspected or actual criminal offenses. In uneventful events, recordings are deleted in compliance with data protection laws. §4 Recordings of Event Visitors
(1) To publicly report on the event and competition and to promote them, the club and the respective association responsible under § 4 para. (2) or their authorized third parties (e.g., broadcasting, press) may create image and video recordings of ticket holders as event spectators under Art. 6 para. 1 sentence 1 f) GDPR. These recordings may be processed and used publicly by the club, the association, and their authorized third parties.
(2) Responsible Associations: The following associations are responsible for organizing the competitive sports of the club's teams: a) Bundesliga and 2. Bundesliga: DFL e.V. and DFL GmbH, both based in Frankfurt am Main. b) DFB-Pokal: DFB, based in Frankfurt/Main. c) UEFA Champions League and UEFA Europa League: UEFA, based in Nyon.
(3) For the club's U-23 and youth teams, the following associations are responsible: a) Deutscher Fußball-Bund e.V., based in Frankfurt/Main. b) Westdeutscher Fußballverband e.V. (WDFV), based in Duisburg. c) UEFA Youth League: UEFA, based in Nyon.
§5 Use of Parking Areas
(1) Visitors must show or prove their parking or access authorization to the security services upon entering the stadium and its facilities and hand it over for verification if requested.
(2) Parking is at the visitor's own risk. The event organizer does not owe surveillance, custody, or vehicle-specific insurance protection.
(3) Parking opening hours vary and depend on the event schedule. Visitors must observe any posted notices. The maximum parking duration is up to 3 hours after the event ends, unless a written special agreement or separate notice is provided.
(4) Vehicles must be driven at walking speed. Instructions from security personnel and all markings and signs must be followed. Vehicles may only be parked within designated or assigned spaces. The provisions of the StVO (German Road Traffic Regulations) apply.
(5) Staying in the parking area unrelated to parking for an event or subsequent pick-up is prohibited unless the organizer designates a special use. Camping, vehicle cleaning, and repairs are not allowed, nor is storing fuel, flammable items, or waste.
(6) The organizer can move or remove vehicles at the visitor's expense and risk if: (a) the parking authorization has expired, (b) a vehicle poses a danger due to defects, (c) a vehicle is not properly registered or is officially removed from traffic, (d) a vehicle is improperly parked.
(7) Visitors and users of the parking area are liable for damages caused to the organizer or third parties by themselves or their companions. This includes pollution exceeding normal usage.
(8) The organizer is not liable for damage caused by other visitors or third parties, especially for property damage, theft of vehicle contents, or items attached to the vehicle unless there is fault according to § 12.
§6 Entrance Control
(1) Visitors must show and hand over their tickets or authorization documents to security staff upon entering the stadium and its facilities. If personalized, an official ID must be carried and shown upon request.
(2) Security personnel and police are authorized to search visitors for compliance with § 9 and for safety risks due to alcohol, drugs, weapons, or hazardous items. The search includes clothing, footwear, and carried items.
(3) Visitors violating § 9 or posing a safety risk may be denied entry or removed. This also applies to individuals with stadium bans. Denied visitors are not entitled to a refund.
(4) Visitors acknowledge that entering the stadium carries the risk of Covid-19 or similar infections. Despite hygiene measures, infection cannot be ruled out. Pandemic-related restrictions may affect event execution.
§7 Conduct in the Stadium
(1) Visitors must act without harming, endangering, obstructing, or inconveniencing others. This includes any form of discrimination and boundary-crossing behavior.
(2) Instructions from police, fire department, security, event management, safety officers, and stadium announcers must be followed.
(3) Access routes, emergency exits, and escape routes must be kept clear.
(4) For safety reasons, visitors must follow additional instructions issued to prevent or remove dangers.
(5) Media coverage and data collection in the stadium are only permitted with BVB's consent and in designated areas.
(6) Video and photo recordings are allowed only for private use with clearly private devices. Public use requires consent from the depicted individuals.
§8 Special Provisions for Exercising House Rights
Borussia Dortmund opposes racist, violent, antisemitic, nationalist, xenophobic, and extremist tendencies. The organizer reserves the right to exclude individuals associated with such groups from events or issue stadium bans.
§9 Prohibitions
(1) Visitors may not carry or use the following items: a) Racist, xenophobic, violent, discriminatory, or extremist propaganda. b) Weapons or objects that can be used as weapons. c) Hazardous substances. d) Glass containers or hard materials. e) Bulky items like stools, prams, or walkers. f) Pyrotechnics. g) Flag or banner poles over 1.5 meters or 3 cm in diameter. h) Noise-making devices. i) Food, beverages, drugs. j) Animals. k) Laser pointers. l) Suitcases, bags, backpacks. m) Professional cameras or recording devices. n) Identity-concealing items. o) Other dangerous items.
(2) Prohibited behavior includes: a) Discriminatory or offensive gestures or statements. b) Climbing structures not intended for public use. c) Entering the pitch or restricted areas without permission. d) Being intoxicated or under drug influence. e) Throwing objects. f) Igniting pyrotechnics. g) Unauthorized ticket sales or use. h) Vandalism. i) Improper use of restrooms. j) Unauthorized driving. k) Displaying stolen fan items. l) Concealing identity. m) Smoking in designated non-smoking areas. n) Being in unauthorized sections.
(3) Violations include aiding or encouraging prohibited actions.
(4) Unauthorized assemblies for disturbing public peace or event execution are prohibited.
(5) Commercial activities, distribution of materials, and collections require BVB's prior written consent.
(6) Wearing opposing team clothing in the South Stand and specific other areas is prohibited.
§10 Violations
(1) Violators may be denied entry or expelled without compensation. This also applies to intoxicated individuals.
(2) Stadium bans may be issued for behavior that compromises event safety. DFB guidelines apply.
(3) Violators owe a contractual penalty, determined by BVB, for breaches of § 3, § 7 para. 1 and 5, § 8, and § 9. Specific penalties include:
- €50 for minor breaches,
- Up to €500 for moderate breaches,
- Up to €1,500 for serious breaches. Further claims remain unaffected.
(4) Security may remove individuals violating § 9 para. 6, with alternative seating provided if possible.
(5) Suspected crimes may be reported.
(6) Confiscated items are returned or destroyed per legal guidelines. The organizer is not liable for loss or damage.
(7) Measures under § 8 and § 10 do not entitle claims against Borussia Dortmund.
(8) Visitors causing fines or damages to BVB by associations like FIFA, UEFA, DFB, or DFL are liable.
§11 House Rules / Supervision / Lost Property
(1) House and supervisory rights are exercised by BVB, its employees, and agents, and also by police and security on event days.
(2) Lost property can be handed to the Lost and Found office, North Stand, Level 2. The retention period is six months.
§12 Liability
(1) Entering and using the stadium and its facilities is at the visitor's own risk.
(2) Liability for damages is excluded unless caused by intent or gross negligence by BVB or its agents.
(3) These limitations do not apply to damages resulting from injury to life, body, or health or in cases of mandatory liability by law.
(4) Accidents and damages must be reported to BVB immediately.
§13 Final Provisions
(1) Additional regulations of the organizer and relevant associations apply. German law governs these regulations.
(2) If any provision is invalid, the remaining provisions remain unaffected. The invalid provision is replaced with one that closely approximates its economic effect.
